If you're talking about minutes, you can do it. The sum of 1 to 60 is 31*60, which when divided by 4 is 165.
Now you need to find 4 segments that each add to 165. One such segment is 54,55,56. Another is 31,32,33,34,35. A third is the eleven numbers centered on 15: 10 to 20. That would leave all the remaining numbers as the fourth segment. You can see how to divide the face of a clock to include the three listed segments and leave everything else.
