press F8 on start up.
In detials :
Click Start and then click Shut Down.
In the drop-down list of the Shut Down Windows dialog box, click Restart, and then click OK.
As your computer restarts but before Windows launches, press F8.
On a computer that is configured for booting to multiple operating systems, you can press F8 when the boot menu appears.
Use the arrow keys to highlight the appropriate safe mode option, and then press ENTER.

Restart computer. When windows starts press F8. you will usually hear a beep. After the beep there will be a menu. Click Start Windows in Safe Mode.

Start menu, run, msconfig, ok, boot.ini tab, put a checkmark in /Safebook and hit ok. Restart the computer and you will get a choice for Safe mode.
Repeat the process and remove the checkmark to turn off the menu with the safemode choice when you start/restart the computer.

Different computers are set up differently. Usually, on restart tap the f-8 or f-10 key. (Do this while the computer is comming up. If needed, tap every 10 seconds.)
