no in the background of one of the scenes it looks like somebody hung themselves because you see a shadow, but if you look really closely, the person is upside down and their hanging from their feet. it was just a rumor that was going around.

No, the alleged hanging munchkin was actually a crane spreading it's wings in the background during the sequence where Dorothy, Scarecrow, and Tin Man all skip down the Yellow Brick Road together for the first time. The Tin Woodsman's woods were supposed to be teaming with wildlife.
