does anybody know of a homemade way of sharpening garden shears?

yea, make a stack of about 5 layers of aluminum foil and start cutting. It will sharpen them right up.

Use a whetstone, available at your Dollar Store.
Sharpen the blades with a down-stroke on the blade; some people use a circular motion. Whatever!!!
