Buy a can of Zud (rust remover) & use water & make a paste on a cloth & rub it on the rust, let set awhile, then rinse. The Zud is sold in grocery stores & can be found where the powdered cleansers are sold.

If you have a power drill then you can buy a wire brush very cheap and scour the rust off (non toxic, but still wear a mask)...failing that there's always plain steel wool (not the kind with soap) that you can get at the hardware store for cheap as well.

While you're there pick up a can of brush-on Rustoleum for painting it when you're done. You'll be happy with the results and it's a complete no-tox situation.
