Yes...I bought a 'beater' the other day and the turn signals weren't working. Being old enough to have learned how to drive and having to know hand signals back then, I rolled down my window and used hand signals: hand/arm straight down for "Stop,' hand/arm straight out for 'Left Turn,' and hand/arm straight up for 'Right Turn.' Most people probably had no idea of what I was doing. I quickly replaced the bad fuse for my turn signals and now my window is rolled up.

Yes, my pervy Uncle does, but he is 86!!
In Australia, operable blinkers are required on all vehicles using roadways.
Unless you're a fast or a sweet-talker, you can be booked and fined for failure to use them and/or non-functioning turn signals.

In the state of CA, hand signals are no longer enough. It is required that you have working turn signals on your car.

I use hand signals for the people that cut me off, and the ones that ride right on my back tire.
Now I carry a 1" square chunk of steel and hope they do it again.

Many use hand signals, the only problem is that the other drivers have no idea what they are doing.

Cyclists, operators of handcarts and horse drawn vehicles.
Basically anything which doesn't have indicators on it.
We have to learn hand signals to pass our theory test.
circleing right arm or straight left arm - turning/moving left
straight right arm - turning/moving right
right arm waving up and down - slowing
