The term aristocracy refers to a form of government where power is held by a small number of individuals from an elite or from noble families. Only this elite is allowed to compete for power and to hold the most powerful positions in state. The transmission of power is often hereditary.

A dirty joke told by stand-up comedians since the Vaudeville era that plays with the idea that the upper class is able to transgress against traditional concepts of morality:
1) The set-up: The joke always begins with a "family act" going in to see a talent agent.
2) The speaker describes crude, tasteless, and ribald actions crossing the boundaries of propriety.
3) The punch line: When asked what a member of such an act is called, the reply is given, "an aristocrat."

Charles Dickens gives a Victorian version of this joke in Chapter 15 of Nicholas Nickleby (1839), noting a "similar juxtaposition of distasteful acts with the concept of aristocracy":

"He has a very nice face and style, really," said Mrs Kenwigs.
"He certainly has," added Miss Petowker. "There's something in his appearance quite--dear, dear, what's that word again?"
"What word?" inquired Mr Lillyvick.
"Why--dear me, how stupid I am," replied Miss Petowker, hesitating. "What do you call it when Lords break off door knockers and beat policemen, and play at coaches with other people's money, and all that sort of thing?"
"Aristocratic?" suggested the collector.

Person of an " noble " decent, claiming that the history of its family is a prestigious one, which would give them claims over some titles such as duke, marquis , count etc..
In the past they made the ruling classes of every state in the Old World ( Africa , Europe , Asia ). They claimed that their power came ( laughing my butt off ) " By God's grace" and they ruled people, poor peasants with oppresion. Mind you , that in that time the people that were living in the cities were not developed as a social class that would usurp the power of the nobles, which they did as time passed by.

In todays time they are just a funny bunch of old people that are holding to their meaningless titles that don't mean jack. Just look at Queen Elisabeth in England or royalties in other Europian countries that still have them, They don't have ANY power. In my opinion they are a nice piece of tradition for those countries but they are a piece of the past an a waste of the tax payers money.

from the greek aristokratia (aristo+kratos) = aristocracy
aristo = excellence (best) and
kratos, is from the verb "krato" = to hold (i.e. power, strength)
so, aristocrat's definition:
1. member of highest social class: a member of the nobility or the highest social class in a country
2. supporter of aristocratic rule: a member of a governing aristocracy, or somebody who supports government by an aristocracy
3. superior person: a person, thing, or group believed to be superior to all others of the same kind
