I think that being stared raises some uneveness, regardless whether you are stared by someone interested in you, or someone who looks down at your or something, and when you give a quick glance at the crowd you are, you subconciouss might get aware of that stared eyes, but you dont, and you call it "im feeling someone is staring at me"
But you cant really feel it if you dont have any feedback upon the stare, because eyes dont emit rays or something. In fact they do quite the oppossite.

Yes, a stare can be felt. Have you ever had the feeling that someone was staring at you and when you turn around, someone was indeed staring at you? What made you turn around at that very moment? I've always wondered that. It's just a feeling you get. It happens all the time. I don't think it's just a coincidence.

My dad is a rather strict guy and my family and I were at a wedding last night. I was getting a drink at the bar at the wedding hall and I ended up talking to 2 of the guests who were at the wedding who are guys (I know them very well) and all of a sudden I said to them I feel like someone is watching me. I turned my head and my dad was giving us the cut eye. It was hilarious. He was watching me like a hawk.
The only reason I can think of is that people have a certain amount of 6th sense in them and if they are aware of their surroundings you can feel these kind of things. You can feel a persons touch even before they have touched you because you are aware of your surroundings.
There are times when someone has stared at me and I never realized simply because I didnt care for what was going on around me. Other people have had to tell me that someone is looking at me!

People pick up on the power of the mind through telepathy or some electro-magnetic impulse, which can be felt. I use this hidden power to influence persons. This is a real power that is taught; to avoid looking at persons directly, at elite sniper, surveillance and counter-surveillance advance courses.

yeah! I noticed that 2! today ( it's 10 in the evening here) in the morning I went to my friend's bedroom to wake her up... But didn't make a sound! I was just looking at her for like 10 sec and she wakes up with a gasp and looks directly at me! Weird...

Can a stare be felt? No.
The explanation following your question is complete balderdash. This may have happened to you or someone you know one time by coincidence and you have extrapolated from that incident to a sweeping generalization for all of mankind. This premise is just utter nonsense.

When someone stares at me, i can feel their eyes burning through me. I think it's almost like a 6th sense. To know without seeing them, or sound, touch, smell, or taste.

That's a good question.
Sometimes I can tell when someone is about to touch me before they actually touch me. I guess it's just a 6th sense
