as to why would someone want to invest into a down housing market is beyond my comprehension, probably to bail the speculators who didnt do well because they didnt do their research and bought bad deals.

Actually, virtually anyone can "buy" a green card and bypass the quotas and waiting lists if they make a "significant investment" in the US. $200k may not be quite enough, but $1 million certainly would.

Many foreigners have bought residential and commercial property in the U.S.
They travel about easily on their passports and visas .
I doubt that those with that much $$$$ are sweating a green card .

It wouldn't improve the housing market because its not the Buyers and Sellers that are creating the problem.
