I was on covergirl.com and they have this new makeup mirror thing that you have to download something to get (at http://www.covergirl.com/connect/makeupmirror/installer.jsp) and I am wondering if it is safe for my computer to download something like this.

It appears to be very safe if you don't fall into the following:

Currently other operating systems, like Windows Vista, Macintosh OS, Linux and Unix, and browsers like Netscape, Firefox and Opera, are not supported.

If you have windows XP is will be Fine.

Scan it before you opening/installing/playing it.

Scan with your antivirus program and anti adware/spyware/malware programs like Ad Aware and Spybot S&D.

By using it you consent to receive targeted advertising via e-mail. Aside from that, it looks pretty innocuous. They do say that they will not share your personally identifiable information with any third parties though that does fly in the face of the targeted e-mail clause.

if it were me I would not download anything I was not sure about.Sometimes they will imbed a tracker or spyware and you will wind up getting ads for that company every time you go online. Its better to be safe than sorry.

Most commercial software downloads for major manufacturers have spyware associated with them so they can track you surfing and online buying habits.
