I am looking at a court record, but I don't know what this means?

It means no proof of valid insurance.

Well, since you didn't specify what type of Court record, it most like means no liability insurance for a motor vehicle.

If this is from a citation, there should be a code number listed on the Court record, if yes, you can go on line in your state and read the statute.

It sounds like someone was driving without insurance. Technically, you are NOT required to buy auto insurance IF you provide acceptable evidence of other means to cover any liability. This generally means a CD in the amount of the insurance you would normally be require to carry.

Well based on Joystone's answer I think some of them must honestly think they can make the evidence fit their beliefs rather than the other way around. If you have that kind of superpower then you can claim any evidence you want and it will manifest. On the other hand if you only think you have that kind of superpower, but actually don't, then you're insane. So good luck there Joystone. I strongly advise you not to test your idea that thermodynamic laws are "just beliefs" by (say) holding a stick of dynamite and lighting the fuse.
