Alrighty, well I need help!
I need to know how you change the setting from this;;

To the other setting, I don't know how to describe it..
Sorry, but if you know what I'm talking about, but please help me out.

go to Control Panel, User Accounts, select.. Change the way users logon and off... remove check mark on Welcome Screen

It seems you are facing problem in Login or Administrator account. I have found two solutions.
I am giving two link please go and see if that is what you need.
Here is a short intro of second link you can read full on the web.

Password Protecting your Administrator Account:
XP Home: Safe Mode is actually where the XP Home users have the option to create a password for the Administrator account. Reboot your PC into Safe Mode and choose the Administrator account which should now be available. When Windows finishes loading, go to Control Panel>User Accounts. Select the Administrator account. From here you can set a password for your Administrator account. WRITE DOWN YOUR PASSWORD EXACTLY! Reboot normally and you should be set. Just don't forget your password.

It would be better if you would have explained what you were trying to do and what happened.

go to tools them internet options then temporary files them delete welcome screen and click on settings then control pannel and that should take you to the next step.
