Because I have this program that is Chinese (traditional) and it doesn't show the characters at all. It either shows "????" or random symbols and boxes. So please, someone help! =]

You have to install additional language support, probably.

Go to Control Panel, select "Regional and Language Options", select the "Languages" tab, and click the "Details..." button near the top.

This bring up a dialog where you can add support for languages. For example, I have Japanese installed on mine, but not Chinese.
