If we cosider the oddities of the ballot count that allowed Jr. into office the first time around it becomes apparent that something outside the "classical" political system is motivating this war.
The Democrats are walking a very thin wire right now with the upcoming presidential elections. Any drastic moves at this stage would undoubtedly invoke severe consequences upon any chance of their candidates taking that particular office. Sadly politics is more about perception than substance and at this point the waiting game is a matter of political survival.
More importantly it has become clear that the American armed forces in Iraq were charged to their mission with a questionable level of quality in their supplies. Let us not forget all the implications about soldiers scavenging through wrecking yards for armor plating for their Humvee fleet. Though I suspect the media may have exagerated this particular aspect for the sake of sensationalism the root of their point holds true. If you cut funding to the war effort a lot of good men and women that are putting their lives on the line to protect the world from terrorism are going to get killed.
We may as individuals choose to disagree with the invasion of Iraq but that does not change the fact that there are Americans in harms way there.
Sadly this is becoming an all or nothing situation. Troop reductions will get more soldiers killed. Troop enlargement will intialy serve to futher agitate the problems in Iraq and most likely inpire escalated interference from bordering nations.
The choices before the next president regardless of his affiliations will not be easy. It has become clear that Jr. will simply veto any action that does not fit with the agenda he and his cronies have kept hidden from the population.
The Democrats want to find a way out of this war. They are not, (nor should they even consider) going to accomplish this by abbandoning the troops on the ground there now.

Anything that the Democratic Congress does that Dubya doesn't like is going to get vetoed anyway...
The Dems could present a bill that would solve all the nations problems, but because the bill comes from a Democrat, rather than a Republican...Bush will veto it for whatever reason.
The Dems can't get anything done because any ideas they come up with get shot down by the Republican president.

Nothing is stopping them except a lack of actual resolve...Democrats are all about style over substance...they can't stand the thought of being pictured as "not supporting our boys and girls" in Iraq, so it's easier to demagogue the issue and complain about funding while continuing to vote for it.
What they really want is for Bush to surrender so then they can blame the "vacillating Bush administration" later when we get another major terrorist bombing in this country when Hillary or Obama is President.

I think very few really want that. It was just a threat. They are not going to cut off money to support our troops as long as they are in a war.

Senate requires 60 votes fpr Dems to advance legislation above Repub objections and they don't have them. Simple as that.

There are no records of how the money was spent. (supposedly) All congress is provided with is a budget to base the appropriation of funds on before it is received or spent. Pathetic lack of accountability.
