i think of an entire sentence only needs a priority and verb. the 1st, "Softly falls the evening", is an entire sentence, because of the fact it has a priority (evening) and verb (falls) that is only worded in a distinctive way. i assume we'd say "The evening falls softly" "Canada's maximum mountain, Mount Logan" would not have a verb, so that's a fraction. "think of in the previous signing" is a command, so that's an entire sentence. i'm extraordinarily specific that is acceptable... wish this helps! :)
