A friend at work mentioned it in the canteen, he doesn't know the answer either. I don't know if a coastline is counted, I wouldn't think so... I think the Vatican is possibly one answer. Can't figure the rest though, thanks.

lesotho is surrounded by south africa

i thought swaziland was the fourth but it has a short border with mozambique

The Vatican, San Marino, come to mind.
Monaco is in France but also borders the Mediterranean.
The Hopi Nation in Arizona is completely surrounded by the Navajo Nation.
