The U.S. government was moving ahead with Europe and Japan into a new era of prosperity. Some countries were more interested in local arguments than stepping forward.
While Israel was joining the 20th Century, its neighbors were moving backwards economically and socially. Despite sitting on great natural resources, the Arabs had to be feeling totally inferior from a lack of accomplishment.
Iran had the history, civilization, natural resources, and demographics to be an equal to any country in the world. Internal conflicts kept dragging them back towards the 8th Century which had to hurt any remaining national pride.
Guatemala chose to draw their lot with Russia and Cuba, the biggest failures of the post-war era. An easy comparison with Costa Rica or pre-Chavez Venezuela shows not making the U.S. their friend was not very enlightened.
