he does everyday, but just doens't go with them. He could conduct gunboat diplomacy and go with them if he wanted to, the Constitution gives him the right to negotiate...that's why it's important to elect a sane president who keeps the red button in a safe place where he won't accidenrtally push it

He *IS* able to - he's the Commander-in-Chief. He just has to suffer the consequences for abuse of taxpayer dollars in front of Congress and court of public opinion.
