Because English (like America!) is a hybrid of things from other places.
"Ph" in phone is from French. And "gh" in tough and rough is from Dutch/German.
So when Ph and Gh come to visit, F is a good friend, and lets them have their say. ;-)

It's not just the letter F. It's the whole freakin' alphabet. Recently, I came across the word GHOTI. It insisted on being pronounced "fish." I asked why, and it (rather adamantly) stated that the "gh" was pronounced like it was in the word "enough", the "o" was pronounced like it was in the word "women", and the "ti" was pronounced as it would be in the word "insertion." Hence, "ghoti" is herewith and forever to be pronounced "fish."

f=ph and f=gh therfore, gh=ph remove the variable h, and you have g =p
so , if g =p and both =f then f doesnt have to work so hard as it has two letters to replace it.
