when i replaced the vynil in the bathroom the CHEAP flooring came up also and had to replace with 1/4" plywood. I would prefer not to have to do that in the kitchen. So if the old vynil is cleaned real good with something TSP would the NEW go on the old without to much difficulty?

Yes, as long as there is no curling on the old vinyl, and it is stuck well to the floor
But if it has any embossing on the old floor (raised or lowered pattern) or seams, these must be filled before new vinyl is installed
Ask about this at you vinyl store.

It is not recommended to install new vinyl over top existing as this will cause the old to separate and lift this means the floor will peel up. the best solution is to install > Luan over top the existing floor then apply your new vinyl. when you purchase the new Luan make sure you ask the supplier to rent or as most do barrow the " T " nailer for making the installation of Luan as tight as possible and also to make it a professional looking job.

One final thought is if you half a$$ a job you will end up with half a$$ed results.

yes it is perfectly fine to lay over the old ONLY if there is one layer of the old down and it is stuck well to the floor.....most vinyl companies say this is fine but if there are more than one layer down using underlayment is recommended............that being said it is recomended and I do this all the time no matter what the situation, to put a type of floor levelor over the old to fill the embossing,or the grooves and such in the old..........................

bob shark is correct but it is better to remove the existing vinyl flooringi Is is not advised to lay vinyl on to of existing vinyl or tiles.

My thought would be, DON'T!!! Old will separate and curl meaning new floor will look like sh**. Do it right and it will last.
