yes.you have to remove the cover. also check battery connections. its also a good idea to buy a portable type battery pack. they are low in cost and come with jumper cables and an outlet for cigarette type plugs. get one with enough amperage to start your bmotor.

Yes, many have a rope inside the front face plate or on the cover you remove after the plate. I had an old 95 HP Merc and it even had a rope, thank God I never needed to use it. ;-)
Remove the face plate, then you see the snaps to remove the side cover that go around. The top Cover you see the clip above the carbs. Unsnap and lift up and back. On the flywheel you see where the rope wraps. Don't forget to have the key on when you try this!

First take care to have main battery alive or a spare one at hand that is kept loaded for emergencies.
65hp engines are normally not fitted with hand start, and trying to fabricate something yourself might go terribly wrong.. forget it. You will not even be able to crank it with a rope.. or you are a very strong sailor.. but strong sailors have spare batteries on board...

If you have doubts best to think safety first . carry a second battery an cell phone. Yank start is no fun> make sure you have all the equipment you need to start the engine.
