i too have bsnl bb, iam from bangalore too, i had the same issue, all you can do is call up the isp customer care and inform them the number of days you didnt have the service, take the case reference number then email/ mail the isp acounts officer or manager requesting for refund, for sure u have to get the refund for payment
now coming to ur service, if ur moderm shows that its connected and if you still unable to access internet check your anit virus software like norton, avg etc b"cos there firewall may be blocking you from getting access to internet,

hwy if you need help mail me il try helping you if firewall setting have to be done

u have to file a written complaint either by email or by postal and make see whether they are doing anything for the same.. or if u have the complaint number which they gave u when u complained then go to the consumer court and register a complaint against the internet service provider... and surely u will get a compensation... u need to prove urself b4 court with documents if needed.

Not really knowing Indian law, I would seek legal advise or contact some sort of consumer bureau.
Writing a formal letter of complaint to the provider may help. It will help you legally if all else fails.

It is just a problem. Delete ur broadband connection and then prerpare a new connection again. Its my experience as I am from Orissa and I have also telephoned to Banglore for this. Do as said.

Get on the phone with them and have them walk you through until you have a connection.
Do not settle for less, If they do not deliver, do not pay until they do.
