I have this problem, my son is also 15, and I have no idea where his father is...he left when my son was a baby.
I have to go to the local court to apply for a "waiver of consent". You swear in front of the judge that you have made every reasonable effort to find the child's father. The court clerk will issue the waiver that day, and if you require an urgent passport, ring the passport office and ask them what else you need , as it varies from country to country.
The waiver of consent usually lasts for the life of the passport, by which time she will be old enough to get her own. It's a bit of a pain, but you have to do it.

I confused with your question. You have custody of your daughter and your daughter wants to contact daddy? Well, if he was interested, he would have found her by now by all means.

OR

You don't have contact with your daughter and are having a tough time with finding her. I know that situations vary, so I don't want to say that this is your fault as things happen due to unfortunate circumstances. If this is your case, maybe your daughter will contact you once she is old enough to make her own decisions. Usually, children will always want to contact their estranged parents - mostly due to unanswered questions.

Have faith in God. In either situation, try sending letters if you can acquire an address. This would be a good start. Even better if you could acquire a phone number.

Good Luck with all.

have u tried advertising? its not that expensive and if after all that, you can proceed with seeking legal advice on the matter. for starters, go for a holiday within ur own country. unless u r in singapore which is really small, i bet there's bound to be some part of your own country that u havent been to. u dont need an international passport or ur x's consent to do that. good luck.

Well, obviously you will have to cancel any family holiday until this legal issue is resolved legally. Do what it takes to find him and then get the documentation from him. You risk going to jail if your daughter leaves illegally. Do not do that to her.

Just wait for any out of the country trips until what you need to do for her is done.

How come you haven't taken care of that years ago?
Now you have to live with the consequences.
Contact a lawyer and make sure YOU have the sole custody of your child. He could be coming back anytime and make your life a living hell. Smart up woman!

Ask friends, family, to try locate him...

You shouldn't have let your marital problems affect the bond between the child and her father....then, I don't know your entire situation, but maybe you should rethink that......
