Jarrell Matthew goes well but if your naming him after your brother than Jarrell Kevin is the way to go

Jarrell Matthew is the better one. Not kevin and aaron second pick.
Not so keen on the name Jarrell though but I like matthew.

I prefer Jarrell Aaron because I like that the letters A and R are echoed in both names.
If you really want to use your brother's name, I would choose a different first name, like maybe:
Jackson Kevin
Jakob Kevin
Jermaine Kevin
Jett Kevin

Jarrell Matthew definitely! Jarrell Aaron is too much of a mouthful, you have to say each one individually when they should just flow together as one unit. JM just rolls off the tongue and they are very compatible.
But once you have that baby the anme is immaterial, he will grow into whatever you call him and it will suit him perfectly so fret not.
