Why certainly. it was using good etiquette to keep the bathroom attendant quiet while you changed into costume. He could have asked you for more, if he thought that there would be a good pay -off for him. This might had led into a dispute with the bathroom attendant where you would have to bind and gag him just to keep him quiet about it.
Perhaps the tears of your mother-in-law were happy memories of her deceased father. The cape and gopher teeth served as a reminder of how much she has missed him since the accident that day when the truck he was driving jack knifed and hit another oncoming truck carrying a cargo of dried fruit. As a result of the accident. both the driver of the other vehicle and your mother -in-law's father (who we'll call Chip for the record) died on the scene. However, the dried fruit and walnut company merged together that year and began a new fruitcake company in time for the Christmas Holiday.

Of course .... you may be the Queen of England or the King of Timbuktoo, or Dracula or a wannabe-Gopher-with-a-Cape - tipping is the right thing to do when the guy allows you to switch personalities in his domain ! (and mind you, you must not discount his regular responsibilities which are also tippable)
So you are not out of line on that.
BTW it is hilarious - walking into a 40th anniversary celebration looking like a grim reaper or a ghost. The underlying message you are delivering is surely joy and happiness (but of the negative variety) and we all know the joy of a long living mother in law

Always a good idea to tip the attendant. What a job it is to sit in a bathroom all day. Good job on the tip, nice touch with the gopher teeth.

No you weren't out of line, maybe she needed to be reminded about her father...maybe you did something great for her and now she just wants to thank you.
If you tipped the restroom attendant in good faith and not some deceitful plan of deception or utter rudeness in which the dollar made him an accomplice, then those were perhaps some bad manners. But on the other hand, I bet he was just wondering weather or not not anyone was going to tip him at all. I'd say it probably worked out good for all involved =)
