That was a slogan back during the Vietnam era - and yes, ordinary people could end the war by refusing to fight. Unfortunately, there are way too many folks willing to play the fool for war profiteers, and even worse, they seem to aim their cheapest shots at the people who stand for peace. This has been true throughout our history - as an example, during World War One, Woodrow Wilson had war resistors hung. Although we claim to be a "Christian nation," the commandment "Thou Shall Not Kill" apparently contains a waiver clause. But your question reminds me of a song "War" by Edwin Starr:
