Low battery voltage doesn't necessarily mean the battery is shot. If one of the windings in the stator is shorted out, the alternator is going to charge that same voltage and that's all the higher the battery voltage will get. Put the battery on charge overnight and if it returns to normal, let it set for several days with no load. Check it again and if it's back down, it's new battery time. An easy way to see if the alternator is ok is to hook your voltage meter up to the battery and start the engine. 12 volts or less is common at idle with the lights on. Gradually increase the engine speed and depending upon the bike, somewhere between 2,000 and 3,500 rpm the meter should begin to show approximately 14.5 volts. If it stays at less than 12 volts regardless of engine speed, it's likely the stator. In addition, when the alternator voltage exceeds battery voltage, the head light should suddenly brighten up. If it doesn't and you still aren't sure, find the three wires coming from the stator (Kawasakis are yellow and some Suzukis used the same stator). Disconnect all three, set your meter for approximately 125 volts AC and with the engine running check all three pair (left+middle, middle+right and left+right wire). Rev the engine up and the AC voltage should climb to the area of 80-120 volts (see a shop manual for the exact reading). All three pair should show the same reading, if one pair is way lower than the others, it's new stator time. They aren't cheap, so you might look around at a salvage yard for a known good unit.

A freshly charged battery will read 12.5-12.6 volts.
This may drop to 12-12.3 with the ignition on.
It may drop as low as 9-10volts when the starter is pressed.
Anything lower than this means either the battery is partially discharged i.e. take it off and charge it, or the battery is at the end of it's useful life and needs replacing.
Does the battery voltage rise back to normal when the ignition is turned off?

You should have more than 12 volts with the ignition OFF. If the bike won't start (?) does that mean the engine it won't turn over?, or won't start even though the starter spins the engine?
If the engine turns over, but won't start, it doesn't sound like a battery problem. If the engine won't turn over when you press the starter button, I suggest you have the battery checked/tested.

I don't know what the exact answer should be, but I would have thought it should be a minimum of 12 volts if it were a healthy fully charged battery.

switch ignition off take leads off then take reading,i would guess the battery is duff.

A healthy battery should read 12.5 - 12.7. Your battery is wasted.
