Whats it mean if a guy that kissed you a couple of years back did this recently?
moved from side to side (nervousness) while making eye contact with the girl (he is about to be served by the girl at the shop) and says hi- never said hi before while same girl would serve him.
And
on a night out he makes eye contact with the girl while drinking his pint. also he made eye contact with her when she was leaving the place

you asked this 14 hours ago ... if its still bothering you why don't you make the first move even just by standing near him in a pub or public place and see if he talks. WHY make communication hard for yourself you obviously like him or you wouldn't ask the same question.

You instincts may have been right but your action (or lack of) are even stronger. If you don't give this guy (if there really is one) something to go on, he may "Go On" to a real woman who knows what she wants.
