The simple (i.e. romantic) answer is that the moon is old news. People have been there, we got some rocks, it was fun for a while, but there are more exciting adventures to be had. The spirit of NASA is the spirit of the great explorers. We want to touch and see what's way out there, and we want to be the first ones to do it.
A more complex (i.e. more practical) answer would consider factors such as public opinion of NASA, the search for life (the moon is thoroughly dead), and prospecting for the future of humanity (we could never live on the moon), among many others.

NASA and science has a good handle on whats going on with the moon.
Mars it much farther away and little is known beyond what the rovers have discovered.
There is not much on mars that we really need except the knowledge that some sort of life exists or existed there.
We would be more capable of modifying the earth's environment than going to mars and making it inhabitable for us.
There will never be a colony on mars.

We have been to the moon and we are going back. We have some working data collection still going on the moon. As technology has gotten better, not only have we learned more from the samples and data brought back, but now we know what we are going there for as well as a proving ground and shake down for manned Mars missions. We still lose too many probes to Mars and need a bit more work to get there safely.

Mars is at least as interesting as Moon, I think.
By the way, there're places even on our own planet we haven't discovered yet, underwater, for example. You could've asked why don't we try to figure out as much as we can about Earth then go to space. :)
But we're curious. Can't help it.

They have been there already and collected lots of information, but why send more there when we could find out information on a more alien world? They are always trying to get further and further away, rather than completley analyse something so close.

xc Mars is much more interesting for 2 points: economicaly for its (possoble) resources and secondly a possible alternative to live there (for mankind) in case we need to expand our settlements. It might be possible to "terraform" Mars, but not the moon.

you stand in the moon...immediately you can see earth...no sky and no protection....confirm high cost and unable to live!!!for mars...at least have protection from sky....human only need to use brain to think how to change all these impossibe to possible...also at lower cost!!!!other planets also can live too....but earth human do not have so much money....they can choose very few planets for experiments.....in outer space....billions of planets waiting for human to explore....based on this, you will know how small earth is!!!
