There's this operating system without a kernel, it's called "Nonexistent"..

Unless of course, you count the human body as a computer.. I guess the soul could be the kernel?.. Or the brain perhaps.. No, that's the processor.. Hmm.. This is tricky..

Sorry to burst your bubble but every operating system must have a kernel to function.
linux may have smaller faster kernels but there is no OS without a kernel
