Yes. But you cannot install it on a non-Apple PC.
You can't install OS X on a regular PC for the simple reason that Apple doesn't want you to. Their primary income comes from selling hardware, not operating systems.

I have a friend that has Tiger running on his Toshiba PC (don't ask me why he wastes the drive space....) so yes it is possible, but you can't buy it from Apple that way.
So long as you're not 90 years old, I always recommend a PC over Mac -- theres no since in letting Apple control your life when you're perfectly capable of your own.
