The Indian market is highly price sensitive.
It is possible that Ford managed to reduce the cost of the car by shipping the "old" tooling for the bumpers etc. from Europe to India, and manufacturing the parts in India (reduced labour rates, no import duty).
Alternatively, it could be that their market research suggested that the target customer for Fusion in India preferred the "cleaner", less utilitarian look of the old bumpers and side mouldings, so they were retained for India when the new interior was introduced.

I think a lot of car manufacturers do this when a particular model is launched on a different market.
They did the same with the Ford Probe when they launched it in the UK. They claimed their version was too American, so softened it down to cater for the English taste.
Chances are a focus group was consulted on what the Indian market wanted from a car, and changes were made to provide exactly that.

Cars around the world are different because of things like U.S, emissions requirements and lighting restrictions...and sizes can be a problem. The Dodge 4 door cab 2500 was in south America--years before the U>S> allowed it--too big for most of us in tiny lots. Since Ford owns mazda--the cars are often Mazdas and not Fords as we see them here. the Windstar was discontinued here--but introduced in India and Pakistan in 1995 as a new van. What does not sell here often sells well in another country

Big car companies love to dump moulds to make parts that were used in previous models to other "developing" markets. If they can increase the mileage of these moulds , they can generate more money for themselves. India being a big market, will probably get these moulds ,to be used to manufacture the parts locally, thus making a lot more money for Detroit!

HI Mats. It is simple economics. All manufacturers, be it cars, domestic appliances, food & drink or whatever target the affluent society in the first place to recover their R&D costs. The so called third world countries are lower down on "the projected market visualation in terms of soci-economic viability and wealth generation" ( You know, there are Guys getting paid mega-bucks for dreaming up meaningless phrases like that?). Its cos India is a country where people prefer conservative styling mainly cos many young people in India dont drive cars.and india is a price sensitive market.And people in India want a car thats many things in one.
