Impossible to answer as there's quite a few providers and they all have several pricing schemes so which one is best for you depends on how much you'll be using it and who you'll be calling (country/provider)...

KPN probably has the best network though, although that's an assumption, I don't have any facts to back that up...

Hard to say. There are five main GSM operators in the Netherlands: KPN, Telfort, Vodafone, Orange and T-Mobile. Apart from these five, there are several smaller ones. It is probably best to check out their websites to make the right decision:
www.kpn.nl
www.telfort.nl
www.vodafone.nl
www.orange.nl
www.t-mobile.nl

You asked for the best, KPN is the most dependable, with vodaphone a close second (survey by the consumers organisation Consumentenbond). . Best price / quality probably is Telfort.
It all depends on your wishes. Try http://www.bellen.com for the prices.

I've had a good experience with KPN and Vodafone. You can check on the prices and various packages they offer, depending upon your needs and length of stay.

I'd say KPN (or Hi!, which is a part of KPN). You'll always have network.
