inside or outside? Bouganvillas flower the best when under stress and need very little attention..they are a thorny plant sotake this in mind... I have lived in key west 6 years and they grow wild there and we have lots of sun etc..they need very little care..other than cutting back as needed..Available in many colors..and are happy "root bound" as well..they can be planted in the ground, or kept in pots..

Manzanita. Yucca. And many annuals only need a couple waterings a yaer.

Iris, esp some PCI hybrids, need very little water.

Lavendar and poppies.

Some sages.
