It depends on how you define "European descent". Carthage was founded by Phoenicians, who were a Semitic people from present-day Lebanon. Also, Carthage was destroyed by Romans in 146 BC and again by Muslims in 698 AD, so the present-day population of Tunisia has very little to do with Carthaginians...

Originally founded by Phoenician colonists, Carthage became a large and rich city and thus a major power of the Mediterranean until her destruction in the Third Punic War in 146 BC. Although the center of the Punic culture was destroyed, it continued in Roman times. Rome also refounded Carthage, becoming one of the three most important cities of the Empire, a position that would last until the Muslim conquest when it was destroyed a second time in 698. Today Carthage is being resettled as a suburb of Tunis.
According to tradition, the city was founded by Queen Dido (or Elissa or Elissar) who fled Tyre following the murder of her husband in an attempt by her younger brother to bolster his own power. A number of foundation myths have survived through Greek and Roman literature

Carthage, in Africa, was founded by the Phoenicians as a commercial center and trade hub. There was no Europe, as such, during the height of Carthaginian influence, although surely there were people there from the area now known as Europe. It was a very cosmopolitan place, no doubt with residents from all races and many countries, with most representation from Africa and the Mediterranean areas.

Am not sure but aren't they of phoenician descent?Hum,need to verify.
Ok I just verified:
Carthage had been founded in the 9th century by Phoenician traders of Tyre.
Now the question you should ask your self is:Are Lebanese considerate as Europeans.Because Lebanese of today are direct genetic descendant of the phoenicians.

Other close related to phoenicians:Maltese,Algerians(Oran in the north), most north Tunisians.

They have nothing to do with Romans or Europeans.The only Roman blood they may have come from Roman slave the capture when they take Roman boats.Phoenicians were excellent navigators, better than romans,

yes (carthaginians descended from somewhere in Italy, Ancient Rome). I have no idea.
