Celibacy is a choice made by people who wish to abstain from sex, whether for a period of time (like until marriage) or indefinitely. However, there is the sexual orientation known as asexual; an asexual person does not usually engage in sex, but it's because they have no desire or interest in it, and they don't choose to be this way (although, speaking from experience, this is not usually bothersome to an asexual person). Most asexuals would be considered celibate, but most people who choose celibacy are not asexual and thus were not born that way.

Celibacy is a physical restraint from sex
its mostly about willpower or for religious reasons
and sometimes medical reasons
another type is psychologically Asexual
the mind it just doesn't have the area for anything sexual or of any natural reproductive urge to take place in he/she finds no preferences for either sex or/and no sexual interest in general
and will never experience anything of a sexual nature
and some can become that way inclined later in life for whatever reason even though they have had sexual encounters

Food, sleep and sexual urge are built into the genes of all living beings. Celibacy is unique to humans.

The Hindu Sastras say that a person is born as
a celibate due to Karma of his past lives.

Overcoming sexual urge is said to be one of the
noble human tasks. By such tasks, a human is
said to overcome the very limitations of human
body and reach higher in spirituality.

The Hinduism says that Tapas is the highest
that a human can achieve - it includes celibacy.

That's a good question. There is certainly a wide variation in sexual desire among people of even fairly similar backgrounds. Moreover, the level of desire is not constant throughout life: you can go through your teen years with your tongue hanging out, and then as you grow older you gradually get distracted by more interesting stuff, be it scholarship, art, or spiritualism.

This is a difficult concept for young men, and quite a few men who used to be young for that matter, to understand. People are exceptionally complex creatures.

I think it's a little bit of both. You have to be born with that kind of commitment. But it can also be a choice just look at some Priests and Nuns.

being gay is being born that way, not having sex for some stupid reason is a persons choice.
