OH I think Woodrow Wilson beats both of those two easily.
We wouldn't have the Federal Reserve ot the IRS if not for that guy.

I read the other answers, and I guess you can say that Wilson did do things that were against the Constitution, but can you really say that they were negative in the long run. Would you put Wilson in the same catagory, or FDR in the same catagory as George W Bush. I know that I for one would not. I see Wilson and FDR as positive influences on the history of America. When I look at Bush, I see someone who has no respect for the Constitution. It is not the United States any more. It is the United States of Bush. He does what he wants and throws temper tantrums when he doesn't get his way. He has been an embarrassment around the world. We have lost the respect of most of the countries, it isn't just our people who see him in a bad light, it's people in almost every country. I used to be proud to be an American.
