It seems like my spa needs one or two fuses. How do I know which ones? where would I look up to see the voltage settings for the fuse? I have no idea what fuse to buy. On the outside of the fuse cover it only says "60 NO FUSE" that's all it says so I need help with this! Any recomendations?

You had best go to the manufacturer for this info. Unless someone has a spa with that same fuse cover, they would have to guess.

"60 No Fuse" may mean an unfused disconnect with the overcurrent protection, (fuse or breaker), at the panel.
Have you checked the electrical panel to see what the device is?
Most codes today require that anything like a spa be protected by a ground fault interrupting breaker.
It should be easy to spot.
Otherwise:
Look at the wire.
That's the determiner of fuse size.
All american domestic wiring takes 120V. Fuses.
#12 - 20A. , #10 - 30A. , #8 - 40A. , # 6 - 60A.
