No one really knows if or when the Cinderella Castle Suites will be available for regular booking. Some people believe it will be offered at some point (which more than likely would be well into next year, after the Year of a Million Dreams Celebration is over). Otherse believe that the suite will only be available for special ocassions and/or people, so the regular public would not be able to book it. There are even a few out there that don't think it will be used after the celebration. I would say the first two are the most likely.
As far as cost, no one really knows this yet either. If Disney were to offer it to the general public I would expect it to be priced rather high. It is going to be very popular, and extremely hard to book, there are a lot of people that would pay anything to stay there. A lot of people are saying $500, I think it will be well over that, at least $1000 a night. Disney has regular rooms that go well over $500 a night, and rooms that are over $1000 a night. I would plan to spend $2000 a night, who knows, it may even be higher. So, for such a unique and limited room, I can't even imagine what they would be charging.
It really is hard to tell what Disney is going to do, I would say that Disney is not even 100% sure yet. At this point the only way to get real answers is to wait a while to see what Disney says when they have an official announcement on this matter.
Sorry I didn't have any more accurate information.

Disney is not going to offer the Cinderella suite as a set price. It is only for the year of a million dreams and that is being continued until December 2008. As well as the Walt Disney Suite in California, but that one is more likely to be sold per night then Cindy's castle because it is actually in a Resort itself... In the future it will STILL be as a give away not for purchase.

Currently, you cannot book Cinderella's Suite in Cinderella's castle. If you go to Disney World you have the chance to win the opportunity to stay in Walt Disney's old apartment. But you cannot reserve it yet. Currently what happens is every day a computer generates random seat numbers at a random ride at a random time. If you happen to be on that ride, in that seat, at that time you and your party win a night in Cinderella's castle. It is pure random luck. They also have lots of other prizes ranging from a mickey doll to a dinner at a nice restaurant to one of there other special suites in the other hotels

I think tech has the answer, but Year of a Million Dreams will run through 2008 so i wouldn't expect it available till 09 sometime. Also, since it is in the park you must have concierge service since you are essentially locked in for the night, I would expect the price to be quite high, somewhere around $5000.00 a night with some other special privilege's like special viewing of parades and shows, that sort of thing.

Disney has not made official annoucements as to if they will allow guests to book and stay in the castle suite. Most likely after the Year of a Million Dreams Celebration is over they will offer it.

you can only win a night stay in the castle in the 2007 year. the year of a million dreams giveaway ends at the end of 2007. you can win if you are at one of the disney parks (this ins the only way you can win) and you get picked by a cat member. they only pick people in the morning for this, so get to the parks early! after 2007 they are going to allow you to stay in the suite for like $13,000 a night! so start savin' or start collecting 4 leaf clovers to get lucky! good luck!!
