Ok first of all, you can't name one thing that you need in order to get into acting that costs money. To begin getting experience, you have to start acting in local theater (if pursuing an acting career), which costs nothing at all. Once you have plenty of experience with that, and need an agent- guess what? They're free, too! Agents only get a percentage of the money that you make when they get you a job. So, say you made $1,000 at a job that they told you about- they get $100 out of it, and that's the only time you have to pay them.
One more thing. Anyone who tells you that you have to live in LA or NYC to get anywhere in acting is extremely ignorant and is lying to you. I'm a professional actor that gets plenty of work, and I live in Texas. So don't give up. Judging by the fact that you think you had to live somewhere big to get somewhere tells me that you never even started in the first place.
If you want to know more about the details of how you can get started, look at this answer I gave someone who asked. It could help you. Hope this helped and good luck with your acting career

There are community theaters in many cities.
Call the person in your city that writes the reviews for the movies and plays in your city and ask him or her where you can take acting lessons.

Acting classes, in most cities are not expensive.
If acting is your heart's desire, you will find a way to find inexpensive acting classes.

Call the Theater Department of the University in your city and ask if they can recommend an acting teacher or acting school.

It depends on where in the USA you live.

You can also ask the acting teacher if you can exchange acting classes for chores in his/her yard, mowing lawn, etc.

If you really want it, you need to find a way to do it. If you're giving up that easily, then maybe it was the wrong thing to begin with.

Move to a big city. Take out loans. Pursue. Pursue. Pursue.

Do you think all the big name actors (and no, I'm not talking solely about celebrities,) had it easy from the get-go? Probably not.

move to the big city and get a job and act on the side like most wanna b actors do. your dream won't come to you, you have to chase it and work to get it. If you are giving up but you even try, it's not that big of a dream, and just let it go and find something else you are passionate about.
