Swap the left and right relays, if the symptom is now in the right low beam then you have a faulty relay, Also you might want to check and make sure ground is established to the bulb socket. Many cars including honda's have four headlight relay's left and right low beam and left and right high beam.

The ground connection may be bad. There should be a wire from the socket to some point on the chassis, or the negative terminal on the battery; there could be a problem with it. Some sleuthing with a voltmeter should isolate the problem. Note: if the high beam on that bulb works, this is NOT the problem.

How do you know that the bulb is ok if the left low beam bulb isn't working ? There is a double filament in the head light. Do you have power at the socket at the low beam and high beam terninal? if you do then replace the head light.

you will have to unplug the socket from the bulb and check for voltage. next check the ground. if no voltage you'll have to follow the circuit back to the power sourse to find the open wire or connector.if its only the low beam try a good known bulb that works high and low

Probably a bad ground.
