How often are you suppose to replace shocks? And how much does it typically cost, parts and labor?

You replace them when they need it. If you have never replaced them, all 4 corners need doing. I don't own a Subaru, so I would be ge just guessing, but a competent shop can give you a ball park figure over the phone. Now, if the struts have never been replaced, I have to ask when the last wheel alignment was done. Struts and other front end components would all be checked at that time.
On my Escort, I replaced struts at 160,000 km (100.000 miles, but I don't know when the rear shocks were done. All I know is they look and work fine, and were done before I bought the car.

The recommended service interval is a bit odd. If you lived in the Outback and drove on dirt and gravel roads then 50,000 miles might be a good service interval for the shocks and struts.

However, 99.9% of the time we drive on concrete and asphalt roads and don't do a lot of bouncing and swaying that puts stress on the shocks and struts.

Most cars and trucks will go 100,000 miles before any measurable abnormal bounce occurs when you hit a bump or hole.

The main idea is that the shocks and struts return the tires to the road surface when manuevering and hitting bumps and holes and this keeps us in control of the car.

I have 164K on a Cadillac and it is just now showing signs of needing some shoks/strut maintenance/suspension.

The cost depends on the model of the car. Most passenger cars are around $500-600 but many will cost double that and some have hydraulic struts that cost $500-600 each.

If they make an aftermarket shock and strut for this model car then you should get away with a $500-600 repair. They obviously have to re-align the car.

generally 50k - 60k miles to replace shocks for typical driving conditions. cost will depend on where you live and where you go.

I would think it may be ball joints. With all the problems you seem to be having with this car it seems it was never maintained properly. Go to a mechanic you know and trust and have him go through it to see if it is worth keeping.
