It would be a better place for it than in a bowl if that's what your asking...
It depends on how cold it gets in the winter, some people keep their fish indoors in tanks over the winter, and some leave them in the pond. If it doesn't get colder than 40 degrees you should be fine.

Depending on where you live (and how cold the weather gets), it should be able to survive. If there's a chance the top of the pond will freeze over, the pond should be at least 18 inches deep. If it's less than this, the fish should be brought inside until the pond thaws next spring.

You should acclimate the fish to the pond just as you would to a new tank - float the bag for about 15 minutes, then do small water changes in the bag so it gets used to any changes in water chemistry slowly before you release it.

Your friend should also make sure it gets enough to eat - fantails have a heavier body, so they might not be able to swim as quickly to the food as the other goldfish.

It will be fine. In the winter the fish slow down and no longer need to eat. They just hang out at the bottom of the pond where the water ins't frozen and then when the water melts in the spring the fish get active and hungry again. Many times a pond is a better home for a goldfish than a tank.
