you're no longer an authority till you get carry of your expert license. you may no longer get your expert license till you have put in a definite variety of years working on your field of expertises and have handed a licensing examination. it is suited to medical doctors, engineers, architects, and so on. till then, you're nevertheless no longer qualified to make expert statements. Legally, that guy or woman could be stripped from ever working in that field back if she or he's chanced on doing any artwork and falsely claiming to be a expert and not using a license. Being employed or no longer (a guy or woman could be laid off from artwork or be out of artwork because of the fact of an injury) is beside the point.
