i would say a broken or disconnected vacuum line check in the engine compartment first there should be a vacuum line coming from your engine into the firewall to your heat if that one is OK then check under the dash for one

its probably the inside control unit that's causing this to happen,they do go bad,and when they do ,it wont divide the air up and make it go where it should go ,you can pull it out and look for a broken vacuum line on the back of it ,but if you don't find one id replace the unit,their not that expensive.and you might be able to find a real good used one at a salvage yard,they usually cost around 25 bucks that's better than almost 200 at a dealer any day,and it should last real good,good luck on it.

Bad Blower Motor. They are bad on the Windstars. I have a 98 too. and when ever i roll down my window when my cell phone is charing the van dies :) gotta love those fords.

you have a vacuum loss. most likely under the hood. look for a black plastic canister or ball it will have two vacuum lines, one will be engine vacuum, one will go to the dash, make sure there is vacuum there and that the ball isnt cracked and then you have to move inside the vehicle

check yor vacuum lines under the dash to make sure they are connected. if they are check the actuaters to make sure they are working if they dont work move the lever to see if they are stuck
