help please. what does the "+" mean in +81?

The plus doesn't mean anything. Just dial 1, the country code (possibly the 81, I'm not familiar with the country code for Japan) then the number.

first call you cell company and get international dialing
that is free
then see if they have a value plan.
Verizon had one that was $4 a month
But it paid when calls were cut to under .10 a minutes.
some of the calls without the plan are extremely expensive.
then when that is all done.
