its a dog in need of a bath!!

To me it looks like a poodle. For the sake of the dog you really should take it to a groomer and have it groomed. Poodles DON'T SHED LIKE REGULAR DOGS DO, so the hair tends to get very tangled and matted. Once you get it groomed, please be sure to brush and comb the dog every day if possible so that it stay as cute as it can possibly be.
Hard to tell the sex.
