The answer to the Connecticut Compromise is also called "The Great Compromise." All U.S. textbooks have to cover it, because it could have caused the Constitutional Convention to deadlock.

The essential issue was how was the United States going to be represented in government. State rights were very strong in 1787; under the Articles of Confederation each state had one vote. During the Constituional Convention, the Virginia Plan, proposed by Edmund Randolph would have had the Congress determined on the basis of population. The large popular states like that plan. However, the smaller states preferred the arrangement of Articles of Confederation in which each state had one vote.

Roger Sherman presented the Connecticut, the middle state plan. Today this is how our Congress is based. In the Senate, EVERY STATE NOW MATTER HOW LARGE OR SMALL has two votes. On the other hand the House of Representatives is based on population. The electoral college which actually selects our president consists of 2 votes (as in the Senate) and the number of representatives (as in the House).

This was one of the great issues the Constitutional Convention was able to resolve.

The Connecticut Compromise is the one which resulted in the present composition of the United States Senate and the United States House of Representatives. During the Constitutional Convention of 1787, a great argument broke out among the states represented. The larger states wanted both houses of the Federal legislature to be weighted on the population of each state. The smaller states wanted each to have the same number of members from each state. The Compromise led to a U.S. Senate with two Senators from each state and a House of Representatives where each state's delegation is determined by that state's population.
