okay ia throwing a party with 2 other people the budget is 600 that means 200 a piece i one person i in charge on something and her portion of the party ends up being free i fell that her 200 should go to some other things we need for the party

First, you need to outline this BEFORE you start planning the party -- she may have figured that if she did free stuff, she could get out of paying and may not have any $$ to spend.
Also, it is best to have everyone chip in their part BEFORE you set the budged and BEFORE you start dividing up the chores -- then you know what everyone has chipped in and no one gets stuck.
