I call it stalling. I don't know if there is a word for it, but I think most people use them to give them time to think what to say, or because they don't know what to say.

They're a kind of interjection--little words that are gramatically unrelated to the rest of the sentence but get thrown in to achieve some effect, such as to express emotion, or in some cases hesitation.
